Looking for good dev's

Hello, So today i am going to be posting about a developer i am looking to hire. I am not going to pay you a fortune but we can pay, So we are looking for dev's that can first of all code plugins and second of all can help with in game commands. - You do not want anything 'spectacular' but you want a 'quality dev'? Contradicting much.
- You give no info on what plugins, the features, etc?
- And of course a developer is going to be able to code, or how would they be a developer? *facepalm*
