I made two plugins that would be perfect for your server:
First one is called ChatManagerSL - It's basically what it sounds like. It has a warning system, intelligent anti ads, command blocker, smart curse blocker, muting chat, slowing chat, speaking in colors, player welcomer with preconfigured commands, placeholderapi hook, auto broadcaster, staff chat, command spy, ignore system, staff notifier, and that's just in version 1.3!

The second one is called BlockWand - It's a non-overpowered building system for players. It has an idea similar to WorldEdit, only built for players. You can configure a wand's recipe (also configurable ingame), that can be crafted by players to select two locations and for a certain amount calculated by a configurable formula (default is coal, n*0.2 for placing and n*0.1 for breaking but I personally recommend gold ingot, n*0.08 for placing and n*0.06 for breaking) and it's an excellent bugfree plugin to make your server unique!
