If you can't afford a $13 plugin you should not be making a Minecraft server. If you don't want to buy the plugins, you should fine free alternatives. Not only is it disrespectful to the developer for the time they put in, you don't know if the plugin you are downloading is exactly just that, these "leakers" could have put harmful code inside, uploaded a completely different file to harm your server or computer, and much more. It's much safer to just get free plugins from Bukkit or Spigot, or just buy the plugin from Spigot.

Contact the developer. Tell them there is a problem and you can not use the plugin. If they won't update in the next 24 hours, report them to spigot and the plugin will get removed.
