I want to make a website for my server. I want it to have 3 pages, 4 re-direct links to voting sites, and in terms of budget, I am willing to pay up to $7 a month for the full website and its hosting. I already own my domain.

Under NamelessMC which I suggested, you just install the voting module and then add your vote sites.
