Entering my second year at Arizona State University, I have managed to save up enough money to purchase a decent car with cash. My budget is $4000-$5500 and I am looking for some suggestions.

Personally, I am more into the sporty look but I think anything would work as this is a temporary car that I would eventually get rid of as I graduate college.

I would also like feedback on the car that I have my eyes on, which is a V6 2005-2007 Dodge Charger (I would like to know from experience if you own one if they are worth it).

I find the older Audi TTs look nice imo
if you get a Dodge Charger, you can make it look "sportier" if you pick the right colors from what I can see.

I have never drove a car so I have no experience...

Pretty sure that car isn't made in America, at least I haven't seen one.
Not sure. Don't live in America. I find plenty for sale on eBay UK tho.

Looking at eBay US there's never been any listings. That's unfortunate :(. Good luck in getting an awesome car tho.

I had a BMW Z4 for a long while I loved. Definitely recommend the convertible in a place with nice weather like Arizona. You can probably get an older one close to your budget.
Having a 4 Door may also be nice to drive around with friends. WRX or Evo will get you reliable performance, German 6 cyl will get you a comfortable performance, but will certainly be more expensive than a Subuwu/Mitsubishi.

Also, this is probably out of your budget, but you can get some really good deals on lease returned German makers. Mercedes in particular is selling some of their 2 or 3 year old sedans at bargin bin prices. I advise you at least take a look.

If you like stance or JDM cars go with BMW e30, or Nissan s13 200sx. Beautiful cars and can be easily modified with aftermarket parts :D
