Hello. I have some suggestions: Make sure you have a decent CPU, ram isn't everything. Keep your plugins minimal, but don't stress too much on the amount of plugins, just what the plugins do. Keeping your players close together means the server doesn't have to load as many chunks as once. Watch out for entity counts. Fewer entities will alleviate CPU by a ton!

get a custom spigot designed for factions that optimizes cannoning, chunk loading, etc. QuantumSpigot is on Mc-Market and it looks like it would be good.
