Looking for plugins that disable pvp in warzone

So I know this 1 server that they have the spawn claimed all warzone and so I asked 1 of my friend how this could be and and he said its custom plugins that disable pvp in warzone in spawn if anyone has one let me know

Why do you want to disable pvp in a warzone? What kind of area is it?

Im assuming maybe something like hcf or factions? and he wants all of spawn to be warzone but there's a safe area to.

He does know he can just claim with safezone, wilderness AND warzone?

Maybe the building isnt align with the safezone idk.. it was just an idea why he wants to do it.
