Looking for potion velocity editor

I'm currently looking for a potion velocity editor, if its possible (i hope )
What i want from this plugin :
You can edit the speed / velocity of the splash potion (not all projectiles, only splash pot)
The commands are simple, just /potvelocity set <velocity>
if someone can code this for me, im gonna be very thankful.
