Looking for Simple AntiCheat

Hello, I am currently looking for someone who can code a Anti-Cheat plugin. I know what the price will cost, I also have enough money. I am only replying to people who have a HIGH reputation please do not waste my time nor yours.
Some things the anti-cheat will include:

1. Stopping fly
2. Jesus
3. KillAura
4. TriggerBot
5. Regen
6. Etc.

I am willing to pay $700+. I will pay half of the payment first then when I test the plugin I will pay the other half. Whoever is interested in the plugin will send me screenshots of the code every so often. You will keep in touch with me frequently. You must have experience with Java and bukkit API. You must have a portfolio. Thank you very much.

I do not know if Shadow Can make this plugin, but he is a VERY good dev, and he has made all my server plugins that I asked to be made, and they are all top notch plugins

I really do not want to install a NCP plugin. They cause too many issues with server performance..
