Looking for someone to help me fix a resourcepack i made

So i have custom resourcepack for my server and it works on all version except 1.8.x and 1.13.x

For 1.13 it loads all custom models but does not load the default Minecraft tools (in my case pickaxe/sword/hoe)

For 1.8 it doesn't load anything (models/default tools)
