Looking for someone to make me this plugin.

Im looking for someone to make me the following plugin.

Name:Corrosive TnT
Commands: /ctnt give {player} {amount}
Permission: ctnt.use - perm to use the give command
What it will do:
Corrosive tnt will basically be a tnt that will ignore water. so what i want it to do is i want it to be able to blow up walls on factions bases even if there water covered so basically i want it to be regular tnt but it ignores water.

This is simple as hell, but why not just use an obsidian breaker plugin that ignores water?

I think he may also want it to break other blocks. And also having something custom made is cool.
