Looking for someone to make something have an animated border

Looking for an animator to make something spin, and add an animated border.

This is my resource icon:

I have a .PSD a font file and the png, I need you to make the 'S' spin, and then add a thin blue border that repeatedly goes around the icon, similar to what is seen in other resource icons.

I don't expect this to cost a lot, it's simple animation.
