Hey McM!

I'm looking for the best host for the money. I've heard shock byte and frostbite are pretty good.
What I'm looking for:
I'm looking for a main server with the game mode factions. I expect to have several .org rentals. Which means I need at least 100 player server. I would like to have a 200 player server. I plan to have at least 60+ plugins running at the same time.
I also need a test/build server. This server will be used for upgrades and building. WorldEdit needs to run smoothly.
Honestly I am not sure how much RAM is needed for each of these servers. I am hopefully looking for a host willing to give me a discount, deal or promotion. If you need any information added please comment below.

Usually dirt cheap hosting is just reselling a cheap provider like OVH or Hetzner. Anything more than $9/GB and anything below $6.50/GB (excluding coupons) is probably either priced too high or too low and has to be using a cheap provider. That's just factual.

Personally, on my experiences, I can suggest CubedHost and ProvisionHost. Both good providers. I can also suggest my own, which uses the same providers as CubedHost up in North America (Phoenix, Arizona). I've added you on Skype if you want to talk about what we have to offer, but we offer competitive specs in the industry, better than a lot of the leading hosts, and try to keep our prices as low as possible. I could try and work out a promotion for you as well. They're performance optimised and they'd probably be better suited for larger networks like yours.

Former user of provision host. Have to say my players always complained about lag when I used them and they charged 10$/GB when I used them. Horrible service except for Shaviv who was a great guy. Other than that I would NOT use them.
My experience about 2-3 years ago with them was flawless, one of the best actually. They used to have that old WordPress theme. Not sure what they turned into now.

Shaviv and Omid are now gone, and it's $5 a gig, and my players havn't had a single issue with lag, support is great as well, replies within 12 hours.

Love the huge difference in reviews. It tickles me.

Anyone suggesting OVH for their DDoS protection for a Minecraft server shouldn't be recommending anything. It's a VAC, not a dedicated DDoS protection. It kicks in after detecting too much data which seems off. It starts filtering incoming packets then. That's about a 30 second to 1 minute gap for attacks. That'll crash the server either way. Their great 480Gbps protection is good for websites, not for Minecraft servers.[DOUBLEPOST=1435508209,1435507737][/DOUBLEPOST]

I think you're forgetting why minecraft server hosting exists. And it doesn't matter if anyone else is using it too. A number of hosts still don't oversell (while most probably do). We don't, I believe CubedHost doesn't either. I dunno about the rest. It's cheaper, more flexible and easier to run. And I don't know what on earth you mean by a VPN. You want to tunnel your connections via your dedicated server. What on earth is the point of that? Masking your IP address? Is it really something you want to waste your bandwidth on? Get a VPN elsewhere, they're like $5 for a month. Multicraft is a fine panel and quite advanced, runs servers independently. I don't see why it's wrong. Sure, root access to your server can be helpful, but often it makes no difference but adds to the workload. Dedicated servers are a great option for advanced users with a high budget and high demand. Also, you shouldn't host anything other than a Minecraft server on a MC server dedi for best performance.

I can vouch for OVH is if you want a great server. We have a 64GB dedicated CentOS 6 Linux server and it's amazing. We run 19.95+ to TPS with 70+ people on. We had a guy from the HF stress test our server and with a decent sized attack on the server it held very well. They have good server and def the people you wanna go with if you're serious about getting bigger.

Definitely not who you want to go with. I'm not going to repeat myself, but just think, they're the cheapest guys around, why do large scale networks not use them? They'd be saving money as well as be using this great host you speak about.
