Minecraft can't really handle 2000 players on a single server. That's why there are so many hub based server. I don't know how knowledgeable you are on the java implementation of minecraft, but due to ease of development the main thread handles almost everything.
But the best bukkit compatible server implementations are usually cited as https://papermc.io/, however I have heard of https://github.com/Spottedleaf/Tuinity, but this is 1.15+ apparently. If you don't mind you can use ViaRewind
