From my personal experience
  • Finish your plugins before announcing the server.
  • Engage more into Voting and NameMC Likes
  • Engage with your community
  • Put your own type of twist in it.
  • Start something that everyone wants
  • Find partners before starting a network

You better be enjoying your own server, otherwise, your plays won't be either. Minecraft servers are not a business.
You need to engage with the players. Make them feel like they belong.

People say this a lot, but you might want to work on the 'custom' part of your server. What makes it unique?

Also, you don't really 'develop' servers :p

A big budget helps for custom plugin development, and all around quality. If you don’t have a large budget, it’s going to be a lot harder but can still be done if you put hard work into configuring plugins to make them unique, and making sure things that kill player bases are minimised or ideally completely eradicated, being abusive staff, game breaking bugs, glitches, dupes, etc.

From experience and from other server owners, it isn't about custom plugins, more or less about delivering peak performance from plugins available by configuring them and making sure they are optimized (Can be checked by Timings and other performance checkers). Making your own plugins is the way I always go (and I still do) but you'd find bugs later that might've already been patched on that open plugin.
