For a-Z good mines are around 250$, about 10$ per mine and they wont even be top quality, and about 50$-100$ on a spawn. Your budget will have to be minimum 350-400$.

Mines A-Z would cost a good $150'ish, the spawn would cost around $200'ish, then you have all the other plugins, configurations, ranks, donator mines, and whatnot. A good prison set-up that is genuine an never used would cost a decent $300, so please take that into consideration. The $45 you're offering here is beyond minimal.

A spawn is like 50$, i have no clue what you are thinking.
