Looking to commission a pixelmon server wide raid boss plugin

Looking for someone to develop a tiered raid boss plugin to allow up to 30 players to join in the raid.
there would be 5 tiers of pokemon ranging in difficulty and evolution level. tier 5 would be legendaries
commands that would be needed:
/raid teleport - allows a player to teleport to the set raid location
/raid join - allows a player to join in the raid
/raid rewards - after a raid is completed this command allows the player to collect the rewards

admin commands:
/raid admin set raid (spawn, timer) - allows the admin to set the raid spawn/set the time between raids
/raid admin add/remove rewards tier# - allows the admin to set/remove the rewards (a gui here would be nice to use keys, but using the item in hand and selecting the reward number is fine too)
/raid spawn (tier) allows an admin (or purchasing player) to spawn a specific tier of raid. the purchase can be done out of this plugin so thats fine as long as the command is available to use for it
