Make sure to be open with any offers that appear to be over $100, a low budget like this may get you all the requirements but in the lowest quality as possible.
If you're not committed enough to setup / get your own server setup, you probably shouldn't get into server ownership.

If you like you can keep the 100$ for advertising and look at my resource, just came out and it's one of the cheapest for the amount of features that has. Setup is professional high quality. Everything is preset and picked for Factions. Updates will be constant and consistent with new features and fixes (if someone finds some).
On the other hand, if you are looking for something unique that only ur server would have i can implement it in to that setup. Builds, configurations made to any part of the server's setup etc. Ofc that would cost small fee depending on what you would like, but you will still have pretty good budged to advertise.
Because to be honest, with 100$ you will never get , full setup, website , logo and builds... I will make it save you some time and break it down for you.
Full faction setup exclusive - lowest will be 40$-50$
Website - 150$ (for decent website) something like mine hordecraft.win
Logo - really depends on quality but minimum for good looking is 20$-35$
Builds - exclusive are expensive 50$+ and for non 10$-15$ per build
