By saying you need 100% uptime, sounds like you want it already hosted. I could host it for $2 a month, on one of my nodes.
Custom plugins or custom builds, if you want something that looks half decent, nope.
Custom website not enjin. Maybe a nulled xenforo, I might know of someone that would install, host and setup for $10, with a nulled theme. Hosted for $1 a month.
At the very very cheapest, you would need $20 for what you are asking.

If you really have no money at all, then you could create the server yourself, then use the $4 for a domain.
