It is one of those things that would be nice to have, and who knows? Maybe some people want to post tutorials for lets say a plugin, thread design, vector design, animated banner. I would definitely check out that section for what I can learn

We don’t have supply because there’s no section. Our market is filled with these skills, I’m sure it would be fine.

I see no issue with adding this, especially since adding a forum section is pretty simple (and may require a few new rules, but that totals the time to add it like, what, maybe an hour at most?)
