Make it so banned users can still access purchased resources

Presuming they don't get banned for scamming or charging back on a resource of course.

Just was a random thought I had while looking at some resources since I and multiple other people I know purchase most plugins on mcm rather than spigot.

After someone's banned, we never want them coming back to MCM. Banned members should not be trusted or transacted with, and I believe that also follows through with resources.
