This might be just my experience, but many of my friends who have been banned in the past (some now unbanned, some not) have had extreme difficulty attempting to appeal said ban or to continue scam reports. For example, from a thread about a month ago, Blaze. describes the issue quite well:
I've witnessed this exact situation numerous times. (p.s, as he said, the VPN protection on this site isn't ideal, but that's for a bug report, not a suggestion). Why not, when a banned account is detected, add an "Appeal Ban" button near the top or something to that effect, instead of actively blocking them from attempting to use accounts in any capacity? You're clearly detecting that the user is banned, so I don't see why it needs to be so difficult to appeal said ban.
I also took notice that the standard for ban appeals is to appeal, without an account, through the ticket system. To my knowledge, this has never been announced, and it's knowledge that I learned roughly 3 minutes ago looking at a reply to a loosely-related suggestion. Once again, I think it would be much easier to just implement some way to notify banned users that this is, in fact, the protocol. Even if you don't add a separate button, something like a notice near the top saying "You are currently linked to a banned account. Please use the Tickets section to appeal this ban. You are not required to create an account for this." would be extremely helpful.
