Unless you've got a budget of over $10,000, good luck. Many people have tried doing what you're doing and have failed miserably.
With these goals you'd need a budget that's a lot larger than 10 grand, start by adding a 0 and then multiplying it by a digit.
If you want to make this a reality, I have a few big tips for you.
Business Development (overall):
You're always gonna wanna file a legal company. This will help you greatly, with saving a lot of money on taxes, etc. You will need something called an EIN number to register a business bank account (I recommend Mercury.com), and a business PayPal. I did my EIN number under my company, but you can file one as a sole proprietor. I can't stress this enough, you're gonna want to write off a lot in taxes, anything you spend for the business, write it off, if not you're gonna be paying a lot of money in taxes.
Always take stuff seriously, and be professional at all times. Setup your company hierarchy properly, and future proof your company hierarchy. Whether or not you're paying your "employees" at the start, treat them with the same respect you would treat someone who's being payed. Do not let any sort of power go to your head, firing people off a whim just because you can will only make your project fail. I've met a lot of people like this, and they have all failed.
Never be scared to branch out your company, just obviously be smart about it. Minecraft Java isn't going to exist forever, eventually you will need to decide how you're gonna move your company forward.
You do not need much money to start. Find people who are passionate in the project, and negotiate ownership percentage rather than a set income at the start. Keep in mind, you need to put in perspective how much percentage actually is, 1% may seem like nothing, but 1% of a $1M company is $10,000. This is one of the main reasons why I don't recommend to raise money at the start, you don't want to give away a big portion of your company, especially when it's valued less than it will eventually be valued. (I missed out two main equity opportunity's, both companies are now worth $40M+, my share in both would have been worth roughly $1.1M now, at the time only being worth around $700. It wasn't until this experience that I learned the value of equity, now I prefer getting equity over a flat rate salary)
Business Development (marketing/sales):
Do a lot of posts to social media, I'm talking like 2-4 quality posts a day per platform. Take Facebook, LinkedIn, and other platforms seriously, I'd recommend you do Twitter, Instagram, Facebook, LinkedIn, YouTube, TikTok, and Pintrest. Pintrest is a more optional one but LinkedIn, Facebook, Twitter, YouTube, and TikTok are absolutely required. I would also recommend a discord and forums.
Make sure to develop a smart and sustainable business model.
The current brand name you have isn't going to work. You need something more short and brandable, regardless of what you choose, always make sure you can get the .com or .net variant of your name, as well as the @ for your name on all socials. This is key for your brand development.
Develop content that people like, if you don't do this you're gonna struggle to find creators that want to play on your server. Never ever pay creators to play on your server, this is unsustainable and all around dumb. As a server you are providing a place for creators to make content, and by extension make money off of that content.
At the start of your server you're gonna want to make creator rank requirements relatively low. I recommend around 10,000 subs for YouTube, and 30 concurrent viewers for Twitch. For TikTok and other streaming/content creation platforms you will need to look at on a case to case basis. It's very hard to develop set standards for TikTok, as results from page to page are never consistent.
Tech:
Start using docker and kubernetes sooner rather than later, it's a lot harder to implement this system while your server is already up and running, this also extends into using a multi-proxy setup. Multi-proxy allows for your server to never have downtime.
Add Bedrock support. Minecraft Bedrock is quite substantially larger than Java. I'd eventually even recommend launching a Bedrock port of the server entirely, but using something like Geyser could work at the start.
Don't do a stupid permission system. You're gonna want to hard code a rank system, and make sure to future proof it.
Misc:
Keep stuff simple, don't do a million staff ranks.
I would recommend a hierarchy as follows:
Manager (same as admin but has all permissions, this rank would be for your devs and management)
Admin (employees, this includes builders, etc)
Senior Mod (staff with more responsibilities, but most likely wouldn't be paid)
Moderator (regular staff rank)
Helper (trial position - 3 months to a year and a half, just depends)
For me, I would make admin and manager essentially the same rank in terms of appearance on the network. These rank names can be anything, but in terms of a hierarchy standard, that's in line with what you need.
Become a marketplace partner. A marketplace team will greatly complement your server. Average teams on the marketplace are making around $50,000 profit a month (pretax).
I may have forgot some stuff, but these are the main things I could think of. If you wanna talk feel free to reach out. Also, don't let any of these people get to your head, most of them have no clue what they're talking about.

I forgot to add one main thing. You're gonna want to get a really good business development/marketing person, if not you're bound to fail. A good marketing manager will know how to acquire users for essentially free, they will know how to do social media campaigns, etc.
