Making one free plugin just because

Idk if you consider this a huge plugin but i want this:
Commands:
/staff on - Puts you into staff Mode.
/staff off - Takes you out of Staff Mode.
Alias's:
/staff - Puts you into Staff Mode and takes you out of Staff Mode when typed again.
Features:
Compass - Allows you to launch yourself to locations.
Ender eye - Allows you to randomly teleport to an online player.
Blaze rod - Allows you to freeze a player by right clicking on them.
Stick - Allows you to right click a player and ban them.
Chest - Allows you to see a player's inventory by right clicking on them.
Lead - Allows you to follow a player automatically.
Flight, god mode, invisibility, game-mode creative are toggled when you do /staff on or /staff
Open chests silently while in staff mode.
Cant pick up items whilst in staff mode.
Cant drop items whilst in staff mode.
Cant place items whilst in staff mode.

I will be working on a staff plugin now but it may not have all the features you listed I dont want to copy anyones idea.
Hmm that seems very familiar xd Don't try copying it but have the important features of staffmode.

My idea is to make a Armor Weight pluggin, so it checks what type of armour your wearing, and it gives you a certain slowness or quickness from the armor you wear.
