Making OP PVP & Kit-pvp server $2,000 Budget

Hi guys currently I am in the works of creating a professional server I have a budget for around $2,100 I want to make the sever at least semi popular or known maybe around 50 players online all the time. I'm currently only 17 so I'm looking to expand this server later on when I get older. But for now this I think is a good starting. I don't know how hard it is to get the server known if anyone has any advice for me please put it down below.
