Many paypal account issues

First it started off with paypal asking for my ID to verify my age, that was fine because they didn't let me pay through them but i didn't really need to pay anyone and i still don't but now since i have received so many goods and services payments, they now want my taxpayer ID number, but the problem is, I'm 16, I don't have one of those, and if i don't give them it, then they will not allow me to receive money. what should i do and how do i

Don't use paypal, they require this stuff so people like you can't use it, lol.
