Mario Kart/Gran turismo plugin

how expensive would it be (or even if it's possible) to create a racing plugin similar to TurboKartRacers from hypixel. Basically a mario kart/racing game with different vehicles that can be added at any time. Various races that can be configured and maybe even stuff like license tests, like you have to do stuff in a certain number of time and once you have a certain license, you can enter certain races Basically mario kart mixed with gran turismo

This is not possible with a plugin as it requires a texture pack and you cant create carts as a plugin cant modify a texture pack

If it does have a texture pack is it possible? and would anyone be interested to develop it?

I could do this, but the pricing would be dependent on how in depth you’d want the plugin to be, as in how many races you would want.
