Factions is probably the most profitable these days if you have something that can attract players to the server

I'd suggest Skyblock

Skyblock would be best to make, the price to make it would be quite low and it would make more profits than factions, if you are selling Ig's. Like said above you can develop a decent SB server for $100 or so, but if it is not unique/does not have advertisement then don't even bother.
