[MC 1.12.2/1.13] Forge/Plugin Code Request

I'm looking to disable left/right click functionality on equipping a weapon. Basically, if you equip a sword, you can't use it until a set time period passes. Any input on this?

I currently have no server to test a plugin on, and I'm using modded weapons. I'm mainly looking for a Forge method, but if you want me to use a plugin method, you will have to wait until I can get a server to test and pay you.
