I could probably answer this for you. On all of his plans it comes with a dedicated IP which on other hosts is usually $1.50+ extra per month.

Not really. Most hosts use OVH and OVH gives 256 free ips. So most hosts give it free.

You need to pay $3 one-time fee for each IP. So 256 IPs cost $768 USD. "Free" = no recurring.
