On-site, Pebblehost. I've used VirtualGladiators and I've had friends using RAMShard with pretty good results.

VirtualGladiators has good servers, but the panel is horrible and doesn't have webftp (idk about now, they may have updated it).

So, to OP, if you're looking for a good panel go for Titannodes (PrismPanel) or, the old but gold Omgserv

It had webftp when I was using it. It was for MCPE, though, so the Java edition panel could be different although I'd imagine they're quite similar.
