It's more determined by what client you use because 90% of the community relies on some ghost client.

Ping matters slightly, not with hit detection, but with knockback. Lower MS will cause you to recieve reduced knockback. Higher MS just the opposite. Someone with lower MS could straightline and blockhit, but someone with higher MS would be forced to strafe.

Therefore Ping does matter, but no, it doesn't declare who's going to win the fight.
