Heres my idea:
Everyone has to have their gift in, like a few days before. Anyone who didnt turn one in will be removed, and the gift supposed to go to them, goes to the person they were supposed to give to.

Ex: User 1 joins, he is assigned to give a gift to user 2, user 1 never sends a gift to user 2, but user 3 sends a gift to user 1. Said gift now goes to user 2 instead

That's just the joining deadline, they need to sort out who gives gifts to who, set a gift-sending deadline and sort them all out. It takes time, and you'd probably end up receiving your gift on christmas. Especially because people don't really follow deadlines good and it works out for the better if its earlier.
