You should probably mention what sort of people you are looking for, how active they should be and what they will be doing for you. Since you don't know much about Minecraft, I would suggest getting to know the community and how everything works before opening a server. This is just my opinion tho. 
For the server: As your budget is 'bid' - I would refer to an estimate on how much funding you actually have since 'big' can be perceived as many different values to many different people. Developing and launching a server could cost upwards of $1000 if you are looking for the best builds and features for the server. There are also per month costs that you should consider when opening a server.
I would suggesting purchasing a dedicated server if you haven't already as the resources are not shared between other users on the host and are only dedicated to you.
