Just because someone is banned for scamming does not mean they are invulnerable to being scammed. If they succeed in exposing someone else for scamming, it is actually a good thing, as it means that no members of the site need to be the victims in order to expose them. Someone who can scam a scammer can also scam an innocent. It's a very small moral step.
Just because you get your house emptied by a burglar does not mean you can empty out their house by burgling and get away with it.
That said, people alting and making reports should now involve their alt being restricted to the scam report section (a feature added by bebos a short while before takeover, if I remember correctly.

A PROVEN alt should immediately get that account restriction. This not happening may be cause for concern, but I re-iterate the PROVEN part.
