Looking for a web dev/designer to make a website dedicated to memes.

Features:
- A featured page:
The meme that has the most interactions (likes/comments) will be on the featured page.

- Collective page:
The page where memes go after they've been uploaded.
(queue to prevent spam and overload)

- Accounts:
Accounts with unique usernames and security. (app or mobile 2FA)

- Optimized Code:
Need the website to be optimized and fast.

- Ads supported:
Need spaces for google ads.

- Account upgrades:

Need account upgrades, this is to support the site/app.

How much for all of that?
