I have a minecon cape account 2012 and I want to sell it, BUT, the account is not full access... so it's worthless UNLESS I can transfer it to my account, is that possible?

Mojang doesn't allow capes to be transferred, so no.

Even if they did, you'd need full access + TID, because that's how Mojang rolls.
