Right now, only accounts with capes already on them will have the actual capes. You have to buy the premium upgrade for $10 USD to even view the Minecraft accounts sub forum

Mojang stopped code use awhile ago. However, they just recently patched the API bug that allowed users to glitch the codes to still work
