Can anyone tell me if minecon cape codes ever expire (2016)

Minecon cape codes/links do not expire, although if they are already used then they won’t work again.

Technically they do, i tried emailing one of my valid codes from when i went in 2015 and they said it was too old to redeem. 2016's do not expire though.

You can still redeem codes from 2012 but with different methods.
Although you can still use the 2016 code with just clicking the link you get in the email.
