Minecon Capes

hi MCM users.

I have heard that minecon capes are no longer transferable between accounts, just wanted confirmation of this.

If so, is there anyway to transfer? I'm sure there is like contacting Minangkabau w/ TID of both accounts (minecon account and normal account) to transfer the cape over.
