Minecraft crate plugin

I'm looking for a dev to make me a crate plugin like the server treasurewars.net

For those who don't know how it works is that you can find chests around the map that contains loot. When you right click the chest it opens the chest and it has random loot. If it hasn't been looted nothing pops up in chat. However if it has been looted it sends you a message saying (!) chest was looted 4m ago. It is something like that, I can't remember exactly what it said. However you will still get the loot inside if there is any. And the loot resets every 20min from when it was looted. So if it has been looted you have to wait 5 min then you can loot it again.

I also want a that every hour there is a loot washup. What it does is that when it happen it refills all the chests with really good loot. Maybe double the chance of finding good loot or something. And when a player has looted the chest it will return to a normal chest.

I also want this to be able to use the crazy enchantment books. So in the crazy enchantment plugin you can find enchantment books. I want the chest loot plugin to "click the book for you" so when you open the chest it has already cricket the book and there is a enchantment there instead of the book to get a enchantment.
