So they would need to make the whole server without pay, then perhaps they will be paid for their future work, good luck

If the developer isn't confident about his work not succeeding than we have a problem, but if the developer is confident and does do a great job there is no question about the server succeeding and the developer getting paid.

So you don't pay them until the whole server gets released? What if the server doesn't get released? They don't want payment a couple weeks/months after they completed it. I would suggest hourly/per project pay done straight away before they start/finish it.

You can have great plugins but the server will go to shit if you don’t even have the correct budget.

I do believe we have a correct budget, but it seems to us that we must prioritize the budget for advertising because that will let the people know we do have a unique server that is made to succeed.

Without development there is NO server, don't start a server if the budget isn't there.

I have stated that there will be payment once the server is released.
