I can assure you many members on here are talented at this task, a person as to who has a similar style to a logo you have attached is by a guy called TotallyDrawn, you might have to increase your budget but if you check out hes portfolio you will see its worth it. I will leave you he's website, and once again I hope you find someone! Also a member who im a close friend with who is insane at graphics is Ore0 be sure to drop him a message, he does them for around your budget for extremely cheap!
