Ideally something like a 9900k or Ryzen equivalent, EU location, 16GB+ ram, under or 16 euros per month.

I think you may struggle to find something that cheap outside of summer host territory. If you're happy to pay slightly more, I have a fair bit of 5950x space in Germany LeNerd#6969
