Minecraft Lottery Bot (JavaScript)

Im looking for someone that can code a bot that acts like a lottery plugin but is ran by a player. I don't want to give out the specifics but if your interest message me your skype and we can talk it over.

Overview of the bot

The bot would be an account with the name MCLottery or MinecraftLottery. Basicly the bot would need to accept payments from other players, pick a winner at random then pay the winner 90% of the pot (The bot would keep 10% of the final pot). The bot should also have a blacklist to prevent players from entering the lottery. As well the bot should have a way of whitelisting players that can take the 10% that the bot keeps.
