Start by learning some basic Java, it'll really help you to understand everything.
Then I'd recommend purchasing course for making Spigot plugins if you're only interested in plugin development.
You can do it all for free, I would pay for anything.
1. Complete an introduction to Java course on Codecademy.
2. Watch a introduction to bukkit / spigot youtube series.
3. Go for there with more complex and custom projects.
My biggest regret is not having a good fundamental knowledge of Java before I started spigot coding, it would've made my earlier projects so much better.
MOOC.fi (University of Helsinki’s) offer a pretty amazing, completely free, introductory course on Java. Once you finish it you'll have a very solid understanding of the fundamentals in Java (and a certificate to go along!). From this point, learning the library required for Spigot plugins becomes a walk in the park.
