Yeah, but I mean it is pretty damn obvious haha.
If the dedi is not being utilized properly, and used to what it is capable off, small errors in the setup can cause lag. Ensure everything is working, as well as setup properly 
While, I have never heard of a Dedicated server not working well, I would say that perhaps you are running a VPS and not a DEDI? I am not to sure without knowing the specs of it. Also, the specs could be lower than usual.
