There's practically no way any developer would do this for free. At least I wouldn't and most others I know wouldn't. These server list websites take a lot of back-end work and knowledge. Especially depending on all the cool and unique features you want on yours. The site would also need a unique and fresh design to set it apart from the other server list websites out there.
A server list website from me could probably go anywhere from $500-$2,000 USD depending on exactly what you're looking for in it and how much work it's going to be. I hope that helps you. Let me know if you're interested in buying a website like this from me. I'm more than interested if you're willing to pay.

Wouldn't recommend these guys. The owner of that account is from WeAreLoveCode. A "development" company that just steals templates off of the web and resells them off to clients. I have bought some files to a minecraft server list website long ago and have never really done anything with them. I haven't really been planning on opening up a minecraft server list (or at least by myself), but if you'd be interested in working on starting this server list up with me maybe we could run it together (both being owners) and split the profits 50/50. I already have a functional site so there will be no time to wait, and I will take care of all of the development & system maintenance.

While many argue the matter, don't reinvent the wheel. There's resources available online that're paid (unless you choose to steal) that offer server lists such as what a user commented above. My two cents: find a design you want and start to rebuild the original framework. As you need go, strengthen the original source and build off it, experiment and use the resources available as a general reference. It's more cost-effective since you're seeking cheap-free work but you could get somewhere from it.

Just to confirm this. Are you telling me to take the current website files from a current server list (Maybe a smaller one) and then rebuild and change the source code?

I already have Xenforo anyway. I'm not going to setup Xenforo for a server list as I've never seen one do it. They are all coded.

lol, Xenforo is used for forums not for a Serve List. However it can be used but not the best option since it doesn't look good and it will mostly look like a forum website
Np. About the website i would recommend 1amDev if you are looking for a nice and custom Minecraft Server List. It is a bit expensive but it's worth it at the end because you can make a lot of money out of it.
