"willing".
The word "willing" make sense in this context. He's saying that $10 is his budget, and if he could get it for less, than it would be greatly beneficial towards him. I don't see why you're flaming him for a word that - although may not have been its intention - makes sense. Not to mention, for artists who have low rep and are looking to make a few bucks could find this as a completely reasonable offer.
No need to make fun of what he says if it doesn't do you any harm.
