Hello, my new creative server needs a youtube video that will gets players to notice us, asking you get 1,000+ views on your videos, and also 3,000+ subs will be playing $10!

You'd need to increase your budget. I don't think many youtubers with 1k+ Views will charge 10$ unless they don't know what to price themselves.
